GLOBAL CONSTRUCTION needs a place for limits, refusals and frames that do not accept abundance, automation or construction as the primary horizon. The counterfield is not an opposition party; it prevents the background corpus from selecting only compatible futures.
Structural rule. OUTSIDE_FRAME is not converted into “useful criticism for Global Construction.” A contribution may remain genuinely external to the project’s vocabulary.
